Can someone ELI5 what Betfair clone sites are and how they work?

Just heard about this but not familiar with the concept of clone sites, apparently there's like 20 of them around?

I don't know the commercial details, but I'd imagine Betfair get to operate in a restricted area without any of the potential legal hassle. But I don't it's that simple or specific.
