As far as I know Bet Angel works off your PC clock so it will be your PC's clock that is wrong.
Strangely enough I have two PCs and both lose a couple of seconds time per day so I have to reset the clock each day to ensure I don't get caught out. Once after a two week holiday I forgot to do this and promptly lost nearly 300 in play on the very first race back as my clock was running nearly 30 seconds late. Talk about coming back down to earth with a bump!
