Adjusting Stored Values for nonrunners

Would be good to have an easy way to adjust stored values in case of non runners. Can't think of a straight forward way to a) detect nonrunner, then b) apply rule 14 to currently stored odds

This might help with 'a' detect a non runner

Set up a handful of signal rules to be triggered by a specific number of runners each set to increment the same signal by one - if the signal remains at one everybody is still running if it goes up to two or more you have a non runner. At the very least you could use this to reset and start again or abstain from taking part.
