help with excel

Hi
I am fairly new to this.
I am just trying to get into using spreadsheets.
Is there a way using the spreadsheet with an offset command that it will only place a lay bet only when the back bet has been match.
Also how do only fire once on the market when a trade has been match.

Any help would be appreciated.
