Increment signal

Hi, I've been tinkering around with this (annoyingly) and what I would like to do is create an increment signal for row 1 and 2 where if a runner stays below 2.0 for say 6 seconds it will place a back bet. I thought I got it right earlier but when the selection went below 2 it didnt kick in and yes you guest it the horse won.
