Horse traded % less than SP

I'm new to horse racing, so this may be a noob question.
On Betfair website I see this
"Timeform Cash Out Hints
Masterplan traded at 10% or less of BSP and 25% or less of BSP 3 times on 4 of its last 5 starts: Gun Shy traded at 10% or less of BSP and 25% or less of BSP on 2 of its last 4 starts"

If it means that if a lay bet was placed just before kick-off and trade was closed by taking SP - it was profitable?
If this means that just before the kick-off price drifted significantly?

It applies to bets made in running. The price of the horses traded at 20% lower than the SP in running. Generally front runners will trade lower in running than SP if they get a decent start, if not you'll be lucky to exit the bet at times without a big loss

Thank you for reply. Will study this strategy, looks interesting even at pre race. Watched for several pacers today, traded a little and got good profit (related to initial stakes, 15-40% ).
