I think you'll find Gstar that it's 6 of one 1/2 dozen of the other. I do a lot of back to lays (lay in-running) and it's been annoying when the market didn't go in play and I would have profitted. I believe from my experience when they can't turn the markets in-play they've tended to allow the 'pre-off' bets to stand. So in theory if you laid something outright and it lost then you would still be paid out and vice versa. The problem arises more for those who place back to lay or lay to back in-running finding out later their bets have just become straight lays (pardon the expression) or backs.
The list is wrong. Betfair doesnt accept customers from Germany and Austria for the exchange for example. Poland also introduced strict gambling laws a while ago. I think in some countries you can bet at the sportbook, but not on the exchange.
Germany for example has a turnover tax on stakes which basically makes trading impossible, in many european countries betting is a grey market and betfair made a decision to withdraw from unregulated markets some years ago.

Germany and Austria both have a Betfair SB but no exchange (or its a very limited exchange)
Others like Spain and Italy both have there own exchange for their citizens only (and their citizens can't use them main BF.com exchange)
Then some like Denmark don't allow bets on certain markets (from memory I think its racing they can't bet on), or in the case of Australia they can't bet on some in-play markets (unless done over a phone I believe)
