According to the article, the world pool will increase the stability of Tote odds which will assist arbitrage between the Tote and Betfair. But in the next paragraph it states that high rollers and syndicates will be attracted by such stability. Simply, that if a horse is 5-1 in the Tote World Pool but only 3-1 in the general betting markets, it is a shot to nothing to back it via the World Pool and lay it with a betting exchange.
The danger of doing that in the past was that the Tote price could collapse just before the race. But with a bigger pool, that instability should cease. In addition, that stability will attract a whole range of players – high rollers and syndicates – who will take betting on the Tote seriously for the first time, and that could reap huge rewards for British racing."
