Is there anyway the in play betting delay can be removed or deactivated while betting in play on football markets.?

no way to remove, just a guess but think its based on how fast their data feeds are for the game so they are able to suspend the market when there is a goal etc.
they're not perfect with it but it's fairly good
usually the better quality the game the lower the delay, it varies between games but sometimes you can find a common theme e.g. same league & you just have to place a bet outside the current price to see what the delay will be for that game and then however many seconds it is that figure will be the same for all your bets on that match.

As Eighbo has said the in-play delay is there to make it a more level field for those not at the event
Unless you are trading from the venue, courtside, pitchside etc if the delays were removed you'd almost certainly be cleaned out by those who are there.
Imagine you've got a unmatched bet waiting on Liverpool a tick or two above the current price and a goal is conceded by them all the traders at the event will have yours and everyone else's money taken up to a certain price - effectively you'll have just backed L'pool at 'X' odds thinking its 0-0 and its actually now 0-1 and the odds are 40% higher
