USPGA Rule 26-1. Relief for Ball in Water Hazard
It is a question of fact whether a ball that has not been found after having been struck toward a water hazard is in the hazard. In the absence of knowledge or virtual certainty that a ball struck toward a water hazard, but not found, is in the hazard, the player must proceed under Rule 27-1.
If a ball is found in a water hazard or if it is known or virtually certain that a ball that has not been found is in the water hazard (whether the ball lies in water or not), the player may under penalty of one stroke:
a. Proceed under the stroke and distance provision of Rule 27-1 by playing a ball as nearly as possible at the spot from which the original ball was last played (see Rule 20-5); or
b. Drop a ball behind the water hazard, keeping the point at which the original ball last crossed the margin of the water hazard directly between the hole and the spot on which the ball is dropped, with no limit to how far behind the water hazard the ball may be dropped; or
c. As additional options available only if the ball last crossed the margin of a lateral water hazard, drop a ball outside the water hazard within two club-lengths of and not nearer the hole than (i) the point where the original ball last crossed the margin of the water hazard or (ii) a point on the opposite margin of the water hazard equidistant from the hole.
When proceeding under this Rule, the player may lift and clean his ball or substitute a ball.

To me it's a no brainer he should be disqualified. It will not be for taking the drop which was illegal but for signing an incorrect scorecard.
We will now see if it is one rule for Tiger Woods and another for the rest. I pray they don't come out with some woolly guff like "it's inconclusive on the replay that he was 2 yards away" which Augusta would not normally do but who knows?

I am by no means an expert, but what option have they got. They have to disqualify!

Well if you watch where the ball crossed into the hazard it was to the left of original target line. That means Tiger did not take the option of keeping the point at which the ball crossed into the hazard and the flag and then going backwards as far as he chooses before dropping.
He admitted he did not like the potential lie in the drop zone so that wasn't taken as an option.
It looks to me as if he choose the option Proceed under the stroke and distance provision of Rule 27-1 by playing a ball as nearly as possible at the spot from which the original ball was last played and in the modern game a caddie and/or a player would know where the shot was played from. He would have been given an exact yardage and would have chosen a spot at which he would aim. Now he is not required to find the exact spot, just as close as possible.
In the post round interview he basically signed his own death warrant when he said he probably dropped it 2 yards further back. It will be very easy for the officials to replay the original shot, compare it with the penalty shot, use Tiger's "2 yard" comment and then DQ him.
