BF Exchange says Punchestown 16:15 was 1/5 while being handicap with 16+runners

Could anyonetell me why ?
Checked Smarkets, they had 4 places as far as I can tell.

only 12 runners came under orders (4 nr). hence it went off as a 12 runner hcap.

perhaps they were offering the extra place as a one off promotion as it was a listed race.
