Creating a Fill/Kill in-running Bet, based on pre-mkt price

I am really stuck, trying to do this :

Take a random horse race, and pre-race, the fav is 1.8.

I want to create a guardian strat, which compares last traded price, pre-race, and lays 1.9, providing last traded price, in pre-mkt, is not below 1.9.
(Also need to put on fill/kill timer).

Is this possible ?

I can see, I can submit lays pre-mkt, then keep the bets, but, the fill/kill portion will be useless, as U might have specified fill/kill of 25 secs in the in-play mkt, and the race is late going in-play.

Its possible to specify a price in advance ie, 1.9 and trigger your lay bet if its trading above that when it goes in-running, but there's no way to test the actual LTP
