how does cashing out work with premium charge?

For a bet that would be settled next year, that I'm cashing out now, does that count towards this week's premium charge, or it's not calculated until the market settles?

The week the market settles will be relevant to premium charge.

Even Betfair wouldn't charge you commission until you'd actually won something. You might have more bets and finish red.
