You will need to take out the condition "Back price = Lay Price - 1 tick" on the Lay Bet rule to get it to fire... I didn't realise the market can be so gapy...

Using the %SP approach ended up with a £2.49 loss on the Somerset game & a £2.5 win on the Notts game.
Somerset entry @ 1.4 (exit at 1.65)
Notts entry @ 1.75 (exit at 2)
Also the 1st lay bet on the somerset game expired after 1 hour without being matched... This wasn't an issue as another bet was fired in but may want review how long bets sit there for (as may end up being very dependent on volatility towards the end of a game if you get a late bet matched as ultimately happened?) ...
No bets were fired in the Essex game. For some reason the %SP stored value wasn't set & no entry in the log to see what happened.
First time I've looked at these markets and was really surprised at the volatility especially on the lower volumes - some huge gaps in prices and monies still being matched on both sides...
PS: your somerset entry @ 1.65 was higher than the calculated SP of 1.53 (just in case you hadn't spotted this)...
